Water 2 is a tier 2 transmission. It increases infectivity in humid environments, and further increases the chance of ship transmissions by making it more likely that it will successfully board ships going to other countries.

This is, therefore, an excellent Transmission to evolve if one is having trouble infecting islands, particularly Greenland.
