• 1st Stage: When evolved, governments will start banning livestock movements. For this to happen, the local and global priority must be 20, and will decrease local infectivity by 3.
• 2nd Stage: When evolved, governments will start culling all livestock. For this to happen, the local priority must be 40, and will decrease local infectivity by 5.
