Drug Resistance 3 is a Tier 3 ability exclusive to the Black Death scenario. With it, a plague becomes highly resistant to all antibiotics, making it harder to develop a cure. Drug Resistance 2 and Genetic ReShuffle 1 are required for it to pop up.
