Chinese Nuclear Retaliation is an achievement. It involves the president getting sick, and appointing Spalin to replace him. Spalin then suspects China responsible of making the player's disease a bio-weapon to destroy USA. After several threats, he nukes China.

Since this achievement's icon on steam depicts a china with parts of Central Asia, it is likely that china would've been bigger than planned.

This is random, but somewhere betweeen 10% and 30% dead the President of the USA should fall ill. It can even be earlier or later, but if you don't have it by 35% quit and restart. I've had this happen under "Business as Usual" and "General Disruption", you just can't have more than 10 points of lethality.
-#Evolve Insanity symptom. A popup will show saying that "Spalin has been elected instead of the Vice President. Insanity!" You can devolve Insanity now.
-#As the population of the US decreases you want to keep devolving mutated lethal symptoms. Don't worry about non-lethal symptoms. Sooner or later you will get a notice that Spalin has accused China of releasing a bioweapon. You need to evolve the Paralysis symptom to keep the army from stopping her.
