Blindness is a tier 4 symptom in the Neurax Worm and Simian Flu DLCs, as well as a Tier 3 symptom in the Mad Cow Disease scenario. It disconnects the visual cortex, causing reduced awareness and blindness, which in turn causes fatal accidents. Coupling this with the symptom Neuro-enhancement 3 in Simian Flu unlocks the Blind Genius achievement.
